According to the Law of the Republic of Kazakhstan “On State Statistics» Agency of Kazakhstan of Statistics is the empowered structure, forming and realizing State policy in the field of statistics, work out and implement programs to perfect the statistics in the Republic of Kazakhstan. According to the Decree of the President of the Republic of Kazakhstan from June 30, 1998 "On further measures to optimize the State structure magement," Agency of statistics of the Republic of Kazakhstan is a central executive structure, isn’t belong to the Government. Agency of statistics of the Republic of Kazakhstan has independent in matters of methodology and methods of statistical records, administers its territorial units, coordinates the activities of subordinate organizations. Normative legal acts of the empowered structure of statistics organization compulsory for all natural person in the cases established by the legislation of the Republic of Kazakhstan, as well as for legal entities.

            The main objectives of the Agency of the Republic of Kazakhstan on statistics are as follows:

• formating of statistical methodology;
• implementation of statistical activities in compliance with the principles of state statistics;
• meet the needs of society, government and international community in official statistics.

             Agency in accordance with acting legislation and its entrusted objectives for him has the following functions:

1) works out and realized state policy in the field of state statistics;

2) works out and confirm normative legal acts in the field of state statistics, within frame its competence;

3) forming the statistical methodology in accordance with international statistical standards;

4) confirms the statistical methodology for National statistical surveys;

5) organize and conduct National statistical surveys in accordance with the Plan of statistical work;

6) works up a programs of national census and support their implementation;

7) confirms the statistical forms for conducting the national and departmental statistical surveys and instructions for their filling, as well as in order of their approval;

8) works up and confirms the rule of submission for the respondents of primary statistical data;

9) provides respondents statistical forms and instructions of filling in its the by submission of basic statistics;

10) uses administrative data only for the production of statistical information and actualing the statistical register;

11) provides the state statistics structure statistical classifiers by placing its on the internet resources of the empowered structure authority;

12) provides accumulation, maintenance and actualing of information of statistical databases on socio-economic situation of the republic and its regions;

13) organize scientific-research elaborations in the field of state statistics;

14) for quality statistical information conducts expertion statistical activity of State statistics structure to compliance confirmed state structure of statistical methodology of department statistical surveys and for conducting request necessary documents (information) State  statistics on
